i would say answer is B . reducing risk to an acceptable level
A Elimination of risk.>>>> we cannot eliminate the risk 100% at all
B Reduction of risk to an acceptable level >> we can reduce the risk to an acceptable level , according to the budget that we have for counter measure
C Calculating vulnerabilities multiplied by threats. >> wage answer
D Ranking risks in order of likelihood >>>>. this is called as Risk Analysis
