[Cisspstudy] ISAKMP - network or transport layer ?

Hi,
I had a question in ISAKMP being a network layer protocol.
Althought I am sure - from real life at least - that ISAKMP functionalities
are carried out using IKE (UDP 500 and therefore transport layer) I did have
a look around and found that ISAKMP rides on the transport layer:

Any thoughts anyone ?
